Updated Meatball Stew en Casserole

This old family recipe has been updated (by me!) to make it easier to make. This used to be a day-long process, from peeling, boiling, and mashing the potatoes to making the meatballs from scratch. This version tastes just like the original, but with about 1/10th the work.
